PUEBLO WEST HIGH SCHOOL, CO

Pueblo West High School's Teen SERT (School Emergency Response Training) program started in 2003. It is taught in the Health Classes and includes all modules of CERT and guest speakers who offer life experiences and hands-on training. In 2004, the program was presented at the Colorado Governor's Conference (Broomfield, Colorado), the 10-state CERT Conference (Boise, Idaho), the National Citizen Corps Conference (Denver, Colorado), and the National CERT Conference (Emmitsburg, Maryland). In 2005, it is being presented at several state conferences (Wyoming, Arizona, Georgia, Texas) and the National CERT Under the Big Sky Conference in Big Sky, Montana.

The program expands the CERT training to include inebriation exposure, CPR, and moulage training. The moulage training uses homemade recipes and the kids love it! The Drama Class serves as victims in the final exercise with their planning of the scenario, creation and coordination of the props, and their realistic reactions as victims to the Teen SERT kids' response to help them. No adults participate in the final and the kids are graded per the class objectives which are practiced in mini-labs prior to the final.

The high school's program is available to other interested schools that would like to implement a Teen SERT program. This CD includes the modified curriculum that focuses on self, family and school with the Power Point presentation. It also has a certificate template, calendar with task list, model for grant applications, pilot results and lessons learned, survey, survey results from the pilot class, before and after quiz, template letter to parents, brochure, and moulage creation and application. PINE RIDGE HIGH SCHOOL, VOLUSIA COUNTY, FL
CERT training offered

The students were in training for the past 2 months, and got their certificates of completion on May 3rd. During the two months the students participated in different activities such as putting out small fires which got them on Fox 35 news. Also, they learned how to do cribbing, safeguard victims and assist with evacuations. The course covered light search and rescue, fire safety, how to prepare for emergencies, response to terrorism, and emotional aspects of disasters. They will have a mock disaster drill on campus in November. The students not only learned what to do in certain circumstances, but to learn to work as a team and most importantly with a partner. The students learned and developed bonds with each other as well as the instructors. Now that they have completed this program they are ready to take on challenges and be the backups for Pine Ridge High School. The two services that were involved in the teaching of the program were: Deltona Fire & Rescue and Volusia Co. Fire Services. For our first year, we had 14 hand-chosen students and I know that the numbers of students will increase with each year.

CERT CAMP 2005, LOS ANGELES COUNTY, CA

On August 18, 2005, fifty-five Young Marines, Police/Sheriff/Fire Explorers ranging in ages of 13-18 began the 2005 CERT Camp at Angels Gate Park in San Pedro. On August 21, 2005, they graduated with an American Red Cross Certification in First-Aid/CPR and a basic CERT Level 1 Certification. Read more about it!

LOS ALTOS, CA
LOS ALTOS HIGH SCHOOL
School & Community Emergency Response Team (SCERT)

CERT training offered

The basic program format comes from the FEMA Community Emergency Response Team (CERT) course, followed by additional subjects and training. This was done to allow them to operate smoothly at the school, to assist police, fire, and EMS personnel in an emergency at the school They are also prepared to work in the community in conjunction with the CERT program run by the Los Altos Police Department.

Course Session Outline
Additional Training includes: Several members of the team have been chosen to learn where utility shutoffs are, about chemical storage at the school, and other vital information that would be needed by police or fire personnel. They assist in the maintenance of the school's computerized Pre-Incident Plan System.

These students have been trained to act as backups for the school administrators and security for this information, releasing them to other tasks. In the event of a SWAT situation or major incident, these students will respond (if it is safe to do so) to the command post and assist emergency personnel.

TORRINGTON, CT
TORRINGTON HIGH SCHOOL
CERT training offered

Community Emergency Response Team training is a Federal Emergency Management Agency (FEMA) program that educates citizens about the hazards they face in their community and trains them in lifesaving skills. The course, a pilot program in the State, is being offered through the Torrington High School Career Center to fifteen members of the junior class and four faculty members.

If needed following a disaster, these citizen-responders used their training as part of a team to help others when professional responders are overwhelmed or not immediately available. CERT members provide immediate assistance to victims in their area, organize spontaneous volunteers who have not had the training, and collect disaster intelligence that will assist professional responders with prioritization and allocation of resources when they arrive.

The Basic CERT course is 20 hours, however the course at THS is being expanded to approximately a 40-hour course that will deal with topics that includes types of disasters that can affect us: basic fire suppression, basic first aid, including CPR certification and AED (Automated External Defibrillator) certification.

The CERT program is open to high school students. It is a one-semester course. Students conduct fire extinguisher practice, Search & Rescue, and triage procedures. All students are given the opportunity to gain first-aid/CPR certification during class time. Students also are exposed to the IFSTA fire curriculum.

LINCOLN, MILAN, AND SALINE, MI

Skip Lawver, Director of the Center for Regional and National Security in the Eastern Michigan University College of Technology, will implement a three-phase pilot program to establish Community Emergency Response Team (CERT) training in local K-12 systems. The work will proceed under a $50,343 grant from the Michigan Community Service Commission and in conjunction with the Washtenaw County Homeland Security Advisory Board. The award includes $11,900 for translating the pilot training materials into Arabic.

High school freshmen, sophomores, juniors, and seniors, faculty, staff, and clerical personnel in the Lincoln, Milan, and Saline schools will be trained as first responders, explains Lawver. Once certified, these high school students will work with younger students to deliver the prescribed training materials. Also included in the training are such local support groups as PTOs, Boosters, and the like.

It is well known that school-based programs are very effective at delivering information into homes when the children participate in such activities in their schools. We expect that the children will also make their homes and neighborhoods safer because of the training.

The primary trainers will be EMU students currently enrolled in EMU's Emergency Management and Public Safety Administration Program, many of whom have already received CERT instructor training. Senior and graduate nursing students will be asked to participate. The plans also call for establishing a CERT program at EMU with the University Police Department volunteer SEEUS program. A program is also planned for the Ypsilanti community in 2005.

HILLSBORO, OR
GLENCOE HIGH SCHOOL

CERT training offered

Glencoe High School students have been participating in the CERT (Community Emergency Response Team) training program in conjunction with the Ronler Acres Fire Department and City of Hillsboro. The students are enrolled in Linda Harrington's Health II Services class, a second-year class in the Health Services Career Endorsement Program (CEP). Mrs. Harrington says, "We set up this program because so many of the students want to pursue careers in emergency services."

Students in CERT learn many skills necessary in the case of a disaster. Just a few of these important skills include emergency medicine, triage, search and rescue. On November 10, the students had their practical experience exam where they used their new skills to respond to disaster situations. They tended to live victims with fake injuries. Photos on the site show some of the situations that Glencoe students responded to in their exam.

From here, students will take their knowledge and hands-on training, and be involved with disaster planning at Glencoe High School. Hopefully, students will never have to use their special training, but should the need arise, they will be well-equipped.

Samuel Johnson once said, "Knowledge is of two kinds. We know a subject ourselves, or we know where we can find information upon it." Where the Student Emergency Response Team is concerned, I know the subject, but others have nowhere to get information on it. This is why I did my senior project on getting the information out into the public, and I wish to give you some information on the team as well.

The team started by having too much time to teach very little material in the Grants Pass High School Emergency Care class. It is a semester class that, until a year ago, taught only Adult/Infant CPR and First Aid. Due to the lack of material, Jeannie Kinyon thought up a plan to teach Search and Rescue Techniques. Of course it would have to be approved by the board of directors and administrators. She got the okay and then contacted the emergency technicians in our community. They told her about how they train the Community Emergency Response Teams, and who to contact. She then got the material for the students to study, and asked for help from the EMTs and also the fire department personnel. Our city administrator, Al Rhodes, also was a great help in getting the team started.

Once she had the material, being able to teach emergency care was nothing new to her. She let the EMTs and fire department help her teach the students anything she wasn't familiar with. In my class, (the guinea pigs), the community personnel came into the classroom to give us tests as well as movies and presentations of past disasters they have dealt with. In a matter of five months we learned:

1. Adult CPR
2. Infant CPR
3. First Aid
4. Search and Rescue Techniques

Mrs. Kinyon contacted the media and got the community's support. The city gave us hard hats and vests with our name (SERT) on them. She also got the school to finally accept the idea and to hold a crisis simulation. We called it "Earthquake 2000" and it was a great success. They set up 2 rooms in one of my high school's buildings. Our tasks were accessing the building, reporting casualties, and setting up triage before even going into the rooms with the victims in them. The other emergency care classes became the victims for our simulation, and were very cooperative. We learned about initial interview, and making our own safety the number one priority. The exercise taught us to cooperate with our team leaders and fellow members, and actually experience the rescue madness.

Once the school saw what kinds of things we were being trained to do, questions on liability started arising.

These questions were simply answered by the knowledge that we are trained, and are much safer with the training then we are by just standing around in an emergency.

Being a member myself for a year now, let me be the one to reassure you of how professional and dedicated we are to the jobs bestowed upon us. It is a task that the 20 members are well aware of and are ready to accomplish. This is the first team like it in the nation, and as it is, the only one. I hope to help other teams get started and see them progress into a team like I am involved in today. It is an honor to me to be a part of, and I am happy to pass on the information to you. We have 150 students go through the training to be on the team, yet only five were accepted this year. It is hard work and very tough to beat the competition. You have to be the best of the best, and only the most dedicated are able to take part in this wonderful program.

MARYSVILLE, WA
MARYSVILLE MIDDLE SCHOOL SERT (Student Emergency Response Team)

SERT is advised by Mrs. Kathy Shafer and meets on Wednesday afternoons from 2:35-3:35 in Room 311. SERT is the youth version of CERT, Community Emergency Response Team. This is the third year that SERT has been at MMS.

SERT students members help in the accounting for students and staff during fire drills, earth quake drills. etc. Students will be learning first aid, CPR, earthquake awareness and responses so that they are prepared to help the American Red Cross which will set up their headquarters at MMS in event of an emergency.

SERT members will also be involved in the Spring statewide Earthquake Drill. All students are welcome to join SERT. There is a parent permission slip that needs to be signed so that parents know where their students will be.
